He holds a Bachelor’s degree in International Relations from El Colegio de México.
He earned his Doctorate (PhD) in Political Science from the Freie Universität Berlin (Germany).
Between 2017 and 2020, he was a post-doctoral researcher at University of Oxford (UK), affiliated with both the History Faculty and the Latin American Centre at St. Antony’s College.
He is a Professor-Researcher (Profesor Investigador Titular) in the Division of International Studies at the Centro de Investigación y Docencia Económicas (CIDE) in Mexico City.
He is a member of Mexico’s national researcher system (Sistema Nacional de Investigadores) and participates in official commissions regarding historical truth and justice for violations of human rights between 1965-1990.
His main research areas include:
- Security relations between Mexico and the United States.
- Arms trafficking and small arms & light weapons (SALW).
- Drug policy, organised crime, and the historical development of policing in Mexico.
- He utilises archival research (US & Mexican security institutions) to explore long-term historical trends and global-local linkages in insecurity.
Pérez Ricart bridges historical, political-science, and international-relations lenses to understand contemporary security issues in Mexico and Latin America.
His work is especially valuable for its combination of rigorous archival research with policy-relevant outcomes (for example, his membership in a truth commission).
